One important point for Europe: Bundles and Jumpstart Boosters don't appear on the list of delayed products in EMEA. They are delayed in North America and Latin America, but not here. So it's best not to map the American list onto the French market.

For France, the message is reassuring but vague. Only “some” French-language Commander Decks are affected, and Wizards hasn't published the exact list of delayed decks. So it's impossible to say today which French-language Marvel precon will be missing on June 26, nor which ones will arrive on time.
In concrete terms, if you're after a specific French-language Marvel Commander Deck, watch for stock confirmations rather than taking the June 26 date for granted. The English versions of those same decks are, for their part, explicitly delayed in Europe.

Buying the Set in France Despite the Delays
Good news: the opening experience stays intact at launch.
