Launched in beta by Wizards of the Coast's Commander Format Panel, the system revealed a counterintuitive fact: a Bracket 4 (Optimized) deck and a cEDH (Bracket 5) deck follow exactly the same building rules. The difference lies elsewhere: in intent and knowledge of the metagame.

The Commander Brackets system: the five official levels

The Commander Format Panel (CFP) published its scale on February 11, 2025. Voluntary by design, it serves as a common language to announce a deck's power level before a game and avoid overly harsh mismatches between players around the table. Here are the five tiers:

Bracket 1 – Exhibition: ultra-casual, themed decks, long games.

Bracket 2 – Core: the level of an average preconstructed deck, around nine turns or more.

Bracket 3 – Upgraded: a significantly upgraded precon, without tipping into high-power.

Bracket 4 – Optimized: high-power, explosive starts, games that can end quickly.

Bracket 5 – cEDH: competitive, tournament- and metagame-oriented.

The system remains in beta and continues to evolve. Wizards has already released several updates — on April 22 and October 21, 2025, then February 9, 2026 — adjusting the tiers and the list of high-impact cards. So it's best to treat these rules as the format's current state, not a final version.

Reception, however, remains divided. In its December 2025 and January 2026 surveys, Wizards found a community split almost down the middle. The concrete consequence: for lack of consensus, a proposed change to hybrid mana was not implemented (as of February 9, 2026).

Bracket 4 vs cEDH: the same card list, two mindsets

This is the most surprising point: on paper, a Bracket 4 deck and a cEDH deck are built under the same constraints. No card legal in cEDH is banned in Bracket 4, and vice versa. The two tiers share a single limit: the format's standard banlist.

"No restrictions beyond the standard banlist."
Wizards of the Coast, Introducing Commander Brackets Beta

If the lists can be identical, what really separates the two levels? Intent. A cEDH deck is built with knowledge of the tournament metagame: it answers the question "how often can I win against the best decks of the moment?" A Bracket 4 deck, on the other hand, aims to push a commander to the maximum of its power, without measuring itself against a defined competitive metagame.

The EDHREC item that reignited the debate sums it up simply: strictly in terms of deckbuilding, the two categories are nearly identical. The line isn't drawn in the card pool, but in the player's head and their read of the metagame.

Game Changers, tutors, and combos: what really changes

The real building differences don't appear between Brackets 4 and 5, but below them. Wizards defined a list of "Game Changers" — cards with disproportionate power — to calibrate the tiers. Bracket 3 allows at most three; Brackets 4 and 5 impose no limit.

Three other levers follow the same logic. Mass land denial — officially defined as affecting "four or more lands per player without replacing them" — two-card infinite combos, and chained extra turns are restricted in Brackets 1 through 3, but entirely unrestricted in 4 and 5.

Building criterion

Bracket 3 – Upgraded

Bracket 4 – Optimized

Bracket 5 – cEDH

Game Changers allowed

3 maximum

No limit

No limit

Mass land denial

Restricted

Allowed

Allowed

Two-card infinite combos

Restricted

Allowed

Allowed

Chained extra turns

Restricted

Allowed

Allowed

Reference level

Upgraded precon

High-power

Tournament competitive

Intended mindset

Above a precon

A commander's maximum power

Optimized for the metagame

The table makes it clear: across the first four rows, the Bracket 4 and cEDH columns are rigorously identical. Only the mindset sets them apart. EDHREC even mentions games ending as early as the fourth turn for Bracket 4 — an estimate from the item, not a numbered rule from Wizards, which only speaks of games "that can end quickly."

The Game Changers list, for its part, is a living one. It held 40 cards at the February 2025 launch; as of February 9, 2026, it gathered 53, after the addition of Farewell and the return of Biorhythm. Since the format is in beta, this number shifts: for the exact up-to-date count, check the official list on EDHREC before locking in a deck.

Farewell — {4}{W}{W} — added to the Game Changers

Biorhythm — {6}{G}{G} — reinstated on February 9, 2026

Protecting a valuable Commander deck: sleeves and deck box

A Bracket 4 or cEDH deck often lines up rare and expensive cards: duals, fetchlands, tutors, combo pieces that are hard to replace. At this level of investment, physical protection is no longer a detail. The first reflex is double-sleeving: a snug transparent inner sleeve, then an opaque sleeve over it.

For the outer layer, quality opaque matte sleeves — like Dragon Shield Matte — cut down glare, shuffle smoothly, and stand up to the wear of an intensively played deck. Plan on 100 sleeves to cover the 99 cards plus the commander.

Dragon Shield Sleeves Misty Rainforest Landfall Matte Dual Art - 100 - Magic The Gathering

18,80€In stock
View product

On the storage and transport side, a double-sleeved Commander deck swells quickly: a simple 100-card box no longer cuts it. Everything you need to present a competitive deck in the best conditions, whether in a casual pod or at a tournament.

Key takeaways

Commander Brackets don't sort decks by their card list, but by how you use them. Between a Bracket 4 and a cEDH deck, the line is mental as much as technical: the same arsenal allowed, a radically different intent. It remains to be seen how this still-beta scale will evolve across the coming updates — and whether the community, divided today, will end up fully embracing it.

Sources: Introducing Commander Brackets Beta — Wizards of the Coast, Commander Brackets Beta Update, February 9, 2026 — Wizards of the Coast, The Difference Between Bracket 4 and cEDH — EDHREC, Top Game Changers — EDHREC

Wizards introduced Commander Brackets in February 2025.
